Task 1 Learning by doing
- accompanying the supporting research in WP2.3
- learning from the running projects in VKAI and II on:
- how to develop an energy vision as municipality;
- impact of energy concepts;
- processes including decisions structures;
- legal issues;
- environmental issues;
- communication with key actors and end users in particular.

Task 2 Implementation business case
From the lessons learned from the CONCERTO locations Heerlen and Zagorje an business case for the use of minewater will be selected and elaborated. This business case includes a technical elaboration and a economical feasibility study.

Task 3 Developing a Local Energy Policy and Plan
The results of the business case will be expanded to a total local energy plan based on the principles of using local available and feasible renewables in a low exergy concept.
